Contractors with more than two or three subcontractors on the books, who cannot say from memory which of them were verified and when.
You paid someone before you verified them
If you cannot verify a subcontractor, the higher rate applies from the first payment and cannot be re-rated afterwards. On £20,000 of labour that is £2,000 more taken off them than needed to be, and you cannot give it back. The register makes the unverified ones visible before the next payment run rather than after it.
You are not sure whether an old verification still counts
You can reuse a verification number for the same subcontractor if you have paid them in the current or previous two tax years. Longer than that and they need verifying again. The register holds the number and the date so the answer is on the sheet rather than in an email from 2023.
Insurance expires and nobody notices until it matters
